Total Quality Management (TQM) is an approach in implementing efforts that trying to maximize organization's competitiveness through continuous improvement in product, service, human resource, process and environment. Public Health postgraduate program, Faculty of Medicine, Gadjah Mada University possess a great number of student annually and always dynamics in its development. This condition demanding this institution to give a qualified education service based on TQM which considered as management system that prioritized on quality as a strategy and customer's satisfaction oriented. Therefore, opinion of staff and management as well as the students was further examined in order to find out whether TQM has already well applied in Public Health postgraduate program, Faculty of Medicine, Gadjah Mada University or not. This was a combined qualitative and quantitative research by using descriptive analysis. The respondents of qualitative study were 16 staff and management who were selected purposively. The subjects of the quantitative research were 127 students of Public Health postgraduate program, Faculty of Medicine, Gadjah Mada University who were chosen with simple random sampling technique. Qualitative data were taken with in-depth interview and quantitative was taken with questioner of student's perception toward service quality in Public Health postgraduate program. The questioner consists of 22 statement items with answers of SS (Sangat Setuju / Very Agree), S (Setuju/ Agree), R (Ragu-ragu/ not sure), TS (Tidak Setup( / Disagree), 5 f S (Sangat Tidak Setiyu/Very Disagree). The result of the research showed that TQM has been well applied in Public Health postgraduate program, Faculty of Medicine, Gadjah Mada University although it still not yet formalized into guidance. It is suggested that the director and management of Public Health postgraduate program could include aspects of TQM in a more standardized form.
