Summary: | PT. Riau Andalan Pulp and Paper (RAPP) is a multinational company
engaging in pulp and paper industry located in Pangalan Subdistrict Pelalawan
Regency since 1994. Performing Corporate Social Responsibility (CSR), RAPP
established a program called Program Pemberdayaan Masyarakat Riau (PPMR) in
1998. PPMR is a mechanism of society resource service to assist society to enhance
their life. PPMR encompasses four activities consisting of 1) Integrated Farming
System (IFS), 2) Small and Medium Enterprises (SME), 3) Vocational Training (VT)
and 4) Social Infrastructure Program (SIP). Integrated Farming System (IFS) is a
farming model integrating 3 subsectors of farming (breeding, agriculture and fishery)
on one land. IFS program is created by PMR as the core program and the other
programs as IFS-supporting programs. This research aims at evaluating the
effectiveness of IFS program implementation and studying the factors that may
influence the effectiveness of IFS program.
This research was conducted at Pangalan Subdistrict Pelalawan Regency that
is the centre for PT. RAPP�s activities. It applied deductive approach method. The
observation units were 91 respondents (family) from 297 families who receive
assistance of IFS program. Data were collected with questionnaires, observation and
interview. Primary and secondary data were then analyzed quantitatively and
qualitatively.
The result of the research shows that IFS program conducted by PPMR (PT.
RAPP) from 2000 to 2004 is considered ineffective. The ineffectiveness of IFS
program is due to 1) the decreasing number of cows, plants and fish owned by farmer
groups until 2007 from PPMR aids, 2) decreasing number of compost production
owned by farmer groups until 2007 and 3) decreasing acreage of farming land owned
by farmer groups until 2007. Factors influencing the effectiveness of IFS program
are 1) human resources, 2) funding, 3) participation, 4) communication and
coordination and 5) the use of theory of causality |
