Achmad Djunaedi, MUP., Ph.D. ETD Indonesia is a country that has a unique geographical with 17,504 islands stretching along the equator and is located in the zone "Pacific Ring of Fire". Indonesia has a large population, namely 237.556.363 peoples located in exposure area from lead to high disaster vulnerability. Population and assets are located in hazard areas with high risk. The biggest disaster threat is earthquakes. The earthquakes are not predictable, so it is necessary to prepare and plan more. The model is developed to approximate the earthquake which occupies a large spatial event. This model is an ideal formula for the earthquake resilient. Furthermore, the model can be used as inputs in the preparation of a sensitive area of disaster planning. Models have been prepared based on empirical analysis of disasters and disaster management in eleven countries. Focussed Group Disscussion (FGD) by iteration in three rounds were conducted aimed to obtain input and to improved models. Restrict research focussed only on earthquake pre disaster stage. The results is three-dimensional (3D) model that contains elements of resilience. The first dimension is social, physical, organizational and economic. The second dimension is the readiness of human resources, legal, infrastructure, and institutional. The third dimension is the role of community, government, and private sector / academia. The interaction of those dimension is the elements that should be able to make regional disaster resilient. The main priority in starting regional resilient is the social dimension of human resources at the community level. The second priority is the resistance of human resources, both physical and economic organizations at the community level. The third priority is the law and institutional infrastructure. The fourth priority is the physical resilience. The fifth priority is the other resilient dimensions mentioned above. The model can be improved and enhanced along with the development of theory, learning from other places and / or by the disaster itself. Disaster is a complex phenomenon to be studied, therefore there are many oppourtunities to test model, and to develop other models for various hazards or disaster management for regional planning.
