This research aims to understanding the implementation of management authority on border area at Belu Residence-East Nusa Tenggara after the implemented Act Number 43 Year 2008 about Concerning State Territory. Based on this research objective, there are formulated problems as follow: how the implementation of development authority on border area at Belu residence after the implemented Act Number 43 Year 2008 about Concerning State Territory, what are the barriers that experienced in implementation of development authority on border area at Belu residence post implemented Act Number 43 Year 2008 about country area beside what are the efforts that has been made to solving these barriers. This research is categorized as empirical-normative research and the type of analysis is descriptive-qualitative. The data collection was performed by field research that is by using interview method with the source person who has a relation with research object. From the research result, there can explained that in the implementation of management authority on border area at Belu residence-East Nusa Tenggara after the implemented Act Number 43 Year 2008 about Concerning State Territory have done yet. But clumsiness from the government in forming a special department to managing the border area was also causing the clumsiness of development program at this border area. The barriers that experienced in implementation of management authority on border area at Belu Residence-East Nusa Tenggara after the implemented Act Number 43 Year 2008 about Concerning State Territory is unreached of agreement about the border among countries at Malibaka segment, security threat, less of infrastructure, and there is has not been formed Border Executive Local Department. Belu residence government has performing an effort by solving the dispute of border area among countries at Malibaka segment as priority agenda, cooperation with Republic Democratic Timor Leste in performing patrol together at border area, developing infrastructure such as traditional market, highway road access and incentive for medical labor and teacher at the border and forming The Border Executive Local Department.
