Summary:Banjarnegara is known as the national electric energy supplier with �Jendral Soedirman� hydropower plant. This plant produces 181.5 MW which supplies 5% or 90 MW of 120 GW for Java-Bali. Data of PSDA & ESDM Department stated that the electrification ratio in 2011 is only 64.70%. In Banjarnegara, many satellite communities still do not have access to electricity, one of this is Wanarata area, Gumelem Kulon, Susukan. This area has the picohydro potential from small stream of discharge 25-50 l/s and head 3-4 meters but access to this area is very difficult. The main purpose of this research and development are to provide electricity and economical activities. This research and development consists of planning, construction and development of utilization system of picohydro power plant (PhPP). Construktion of PhPP is a comprehensive construktion including construction, operator training, community empowerment and development of utilization for industrial households. Redesign of turbine blades is made to cope alteration of discharge at different seasons. Redesign of the turbine blade is adjustable blade. Tests of the turbine is performed on head 3 meters and 3.5 meters with variation of discharge and slope the turbine blades. In the testing process, rounds and power is measured to obtain the maximum efficiency of the turbine. The optimum slope of the turbine blade (β) is on head 3-3.5 meters and discharge 36 l/s, 29-33 l/s, 28 l/s, 25 l/s is 45 °, 40 °, 35 ° and 30 ° respectively. This situation shows Open Flume turbine can still be used in the dry season with the discharge 25 l/s can be produced 264 watts.. In other words, optimization of the use of turbines can be used to change the blade angle of runner when the discharge changes all the time. The optimum efficiency of open-flume turbines produced by CV. Cihanjuang Inti Teknik Cimahi is 51.2% which can be produced 550 watts with specific velocity 153,08 rpm and blades angle is 45 ° . The optimum utilization of PhPP electricity at day are bananas chips, taro chips and cassava chips business because in one-time production 40 kg of raw material can produce 14 kg chips with Profit IDR. 600.000 in a month for 8 times the production.
