Nevertheless, results or indicators related to quality, especially student learning achievements compared with the curriculum standard, are not widely available. In 2010, the Cambodia Education Sector Support Project implemented the Grade 9 test in sample schools in all provinces of the country in Khmer and Mathematics, but the analysis concentrated on the whole curriculum rather than the recently developed curriculum standards. In the purpose of first exploring the student achievements compared with the curriculum standards, this study uses the raw data produced by the project. By definition, student learning standard, or in other words, the curriculum standard, is the minimum requirement of the lesson contents that all students should obtain when they accomplish their grade level. The study results show that student achievements (in mathematics) in the learning standards are generally lower than the averages on the entire curriculum, and notably, the more the items require higher thinking skills the lower student achievement is. This is a normal results compared with other countries, but the results in higher order skills are seriously low.
