This research aimed to contribute in building up a mechanism to improve M&E system at schools in Svay Rieng Province. The research takes a close look upon: M&E system are established and functioning for tracking the progress and assess the outcome of educational development; the availability of resources (i.e., human, financial and materials/tools) for operating M&E system at rural schools in Cambodia and relevant unit functioning (external and internal inspection) the existing M&E system. The research has three main findings: (1) facilities and equipment for monitoring and evaluation were insufficient; there were many schools having limited computers, printers, photocopy and internet. (2) There were lack of both human and financial resources to operate monitoring and evaluation system at schools.
