Openness, transparency and accountability are essential qualities of the public services in most of developed countries, besides other qualities such as effectiveness, efficiency, and integrity, etc. Ensuring of accountability is accompanied with concepts, mechanisms and laws on openness, transparency and democracy in governmental authorities, performance. In the recent time, ensuring transparency of state administrative agencies has been recently considered as one of the urgent requirements for improving the efficiency of state management agencies, ensuring democracy in the State's performance as well as indispensable requirements in the implementation of international interest. Regarding the environment, the application of principles of oppenness transparency and accountability is an important prerequisite for the exercise of human rights.
