The National Training School for Boys (NTSB) is a rehabilitation center ran by the Department of Social Welfare and Development which provides intensive care treatment and training in a residential setting to youth offenders ages 9 to 18 years old. The study seeks to determine whether the organizational and operational structure of NTSB facilitates the carrying out of the rehabilitation process of the youth offenders. The results of the study involving 4 houseparent's, 23 clients, and supervising social worker reveal that the elements of leadership, relationships, and purposes, communication and coordination are present in the structure of NTSB. However, involvement of the clients and staff in the decision-making process is very limited which sometimes result to discontentment and low-morale. This study recommends the maximization of participation and involvement of staff and clients in the different organizational process. Repairs and improvement of the facilities of the center are also recommended to help in the rehabilitation process of the clients.
