Summary:Information (which refers to a simple letter, a report, or even a research topic or reference, in this study) is always considered less available and less accessible to a blind person, compared to an able or sighted person. Nowadays, personal computers are slowly replacing books or written documents or references. This, consequently, improves accessibility to information. That is, however, for the sighted people only. A blind, who wishes to use a computer will have to rely on another person to read and relate the needed information. In the process, it decreases the independence of a blind person. This study focuses on the importance of finding a way to make the blind fit-in more into the normal or able society. The TEXT-TO-BRAILLE system aims at introducing one way of making an information, readily accessible to a blind person, with minimal help from anothe, sighted person. TEXT-TO-BRAILLE is a Personal Computer-based (PC) system that will allow a blind person to read the contents of a simple ASCII text file. An electronic Braille , that would be able to display 8 characters or cells at a time, would be constructed to serve as the reading instrument of the system. This device will also contain input keys or buttons in order to control the operation of the system. An accompanying software will also be made to organize the files and do the necessary Braille code conversion.
