Nowadays, personal computers are slowly replacing books or written documents or references. This, consequently, improves accessibility to information. That is, however, for the sighted people only. A blind, who wishes to use a computer will have to rely on another person to read and relate the needed information. In the process, it decreases the independence of a blind person. This study focuses on the importance of finding a way to make the blind fit-in more into the normal or able society. The TEXT-TO-BRAILLE system aims at introducing one way of making an information, readily accessible to a blind person, with minimal help from anothe, sighted person. TEXT-TO-BRAILLE is a Personal Computer-based (PC) system that will allow a blind person to read the contents of a simple ASCII text file. An electronic Braille , that would be able to display 8 characters or cells at a time, would be constructed to serve as the reading instrument of the system. This device will also contain input keys or buttons in order to control the operation of the system.
