This study is a diagnosis that aimed to confirm this problem and if the issue of familiarity is the cause. The method was based on Edgar Schein's Process Consultation Model. Results showed that the issue of familiarity is present but it does not directly cause the problem. It creates a culture that tolerates informal behavior leading to inefficiency and a certain degree of ineffectiveness.
