Summary:Performance development is a critical element for the survival and the success of one organization in the global competitive scenery. Availing of such at little or no cost is a privilege to Filipino citizens. However, this privilege is oftentimes not maximized due to difficulty in managing training programs. The purpose of this study is to be able to address the problem of a company that provides training such as the Department of Science and Technology National Capital Region (DOST-NCR) in catering to the training needs of their clients by applying training needs analysis and training administrations. As DOST-NCR aims to cater to the needs of their clients by providing the necessary training programs that will fit to their respective needs, this study discusses the importance of creating an Online Training Management System which will serve as a powerful means to revolutionize the capacity of providing learning opportunities to DOST-NCR clients corporations, SME and NGOs alike. Both qualitative and quantitative research methodology was utilized in this study. The qualitative research data consisted of in depth interviews with the administrators, employees and training facilitators of DOST-NCR. The quantitative research data was gathered through the users acceptance test to see the response of the potential users of the system. The results of the quantitative gathering through a series of interviews revealed the current business processes and the problems encountered of the company. They encounter problems such as poor training needs analysis, poor information dissemination in terms of training opportunities, extensive costs of training materials, unorganized documents, no standard forms used, and time consuming information dissemination, which ultimately lead to DOST NCR to have a difficulty in managing training programs. The interviewed respondents expressed the need in having to improve their current system. The proponents recommended a training management system which is DOST-SMART, which will help streamline administrative workflows, effectively analyze the training needs through the knowledge and skills assessment model, and provide access to performance and skills appraisals to be able to more effectively target training programs to meet the goals to the organization. Through the knowledge skills assessment model used in the training needs analysis, DOST-NCR will be to maximize their time in planning and catering to the needs of their clients by carefully targeting all the necessary knowledge and skills.
