The voucher system is one form of financing education that is gaining more popularity in different countries around the world. In the Philippines however, there are only a few institutions that use this system and it is not commonly known to the society. This paper will show a comprehensive assessment of the Private Education Student Financial Assistance (PESFA), implemented by the Technical Education and Skills Development Authority (TESDA). It is the program in our education system that implements the voucher system.
