Summary:Using the intergovernmental approach, this thesis attempts to understand Turkish efforts to meet the Copenhagen criteria as a necessary precondition to open accession negotiations with the European Union as well as the importance of support from the EU member states, France and Britain in this study, in opening the talks. It assumes that Turkey's efforts to fulfill the criteria as well as the ability to get the support from all member states have direct effects to opening of accessions talks. Thus, the more successful Turkey is on fulfilling the Copenhagen criteria and obtaining support from EU member states, the more chance it will have in opening negotiations. However, there are still a number of factors that contribute to start of negotiations such as the Cyprus problem and population factors.
