It assumes that Turkey's efforts to fulfill the criteria as well as the ability to get the support from all member states have direct effects to opening of accessions talks. Thus, the more successful Turkey is on fulfilling the Copenhagen criteria and obtaining support from EU member states, the more chance it will have in opening negotiations.
