Summary:The purpose of the study was to develop a framework of leadership in public basic education in the Philippines based from the knowledge and experiences of the schools division superintendents. A qualitative research methodology was adopted to gain an understanding of leadership in public basic education in the country based from the accounts of superintendents. The research design was a multiple-case study where the data was collected through one-on-one interviews and focus group discussions with the superintendents, and through the reviews of pertinent documents in public basic education in the Philippines. The participants of this study were the superintendents of the Department of Education (DepEd) who were delegates of the Superintendent Leadership Training Batch 3. The transcriptions of the one-on-one interviews and focus group discussions were made after each interview and discussion. The results of the study revealed that leadership in public basic education in the Philippines involves: compassionate leadership, school assessment, collaboration and shared leadership, school management, good judgement, political awareness, and self assessment.
