Summary:This study evaluates the effectiveness and efficiency of the CEAP-DLSU National Training Program for Managers of Rural Catholic Secondary Schools in the Philippines from 1982-1987. The descriptive-evaluative correlational research design was employed. The evaluation was based on the responses to the questionnaires administered to the respondents and the analysis of extant documents. The questionnaires were administered to two types of respondents, participants, which numbered 96 of the total population of 167 and their supervisors which numbered 47 of the total population of 129. Inferences were drawn based on the results of various statistical techniques employed which included frequencies, means, standard deviations, percentages, multiple correlations, multiple regressions, gini-coefficients, cohort analysis, cost analysis and wastage ratios. The MSEM Program, as a collaborative effort of CEAP-Misereor, DLSU-EMD and the beneficiary institutions, successfully produced managers equipped with values and skills vital in the effective management of schools. Thus, it may be said that the program was an effective scheme in the training of managers for rural Catholic secondary schools in the Philippines. The high proportion of lay participants confirm the growing appreciation among the religious of the significant role played by laymen in the management of skills. The small number of institutions who have so far benefited from the program compared to the number of Catholic secondary schools in the country, point to the need for the program's extension. The success of the program as measured by the outputs may be attributed largely to the quality of the inputs, and the process dimensions, as well as the support available in the program context. The relatively high total cost of the program may be justified by its high completion rate which made available qualified administrators for the country's rural Catholic secondary schools. Based on the obtained multiple correlation coefficient of .5797282, -.2110728, and -.1997325 the academic performance of the participants in the program may be partly attributed to their scholastic aptitude, civil status and sex. While in general, the program may be considered effective, some areas need to be addressed by program management.
