The lack of multimedia resources in the local setting is a big factor in creating the study. As a design methodology the ADDIE model was used to design and develop the interactive multimedia program. ADDIE stands for the 5 phases contained in the model, namely, Analyze, Design, Develop, Implement, and Evaluate. These phases provided the researcher a dynamic and flexible guideline for developing the multimedia program. In the Analysis phase, the learning problem, the instructional goals and objectives, the target users needs and the learners existing knowledge and skills were identified. In the Design phase, the researcher used the Communicative Approach, Task-Based Instruction in particular, and Goal-Based Scenario model as a framework in the design of the program. The researcher also incorporated Jonassens eight qualities that must be used as guidelines when designing Constructivist Learning Environment (CLE). These are active/manipulative, constructive, collaborative, conversational, reflective, contextual, complex, and intentional. Based on both the Analysis and Design phases, the instructional software entitled HelpOut was created using Adobe Director. The multimedia program was designed for novice-high level skilled students. In the Implementation phase, the teachers and students were trained on how to use the software before the program was pilot-tested. To measure the effectiveness and efficiency of the instructional software a formative evaluation was done by the teachers and students. Based on the result of the evaluation the program was revised by the researcher.
