The Facilities Engineering (FE) group of Philippine Geothermal Production Company, Inc. (PGPC) is no exemption. The FE group of PGPC faces the challenge of being perceived to be poorly performing, as many of their members reveal their difficulty and the long amount of time it takes for them to perform their responsibilities to provide engineering solutions to operational issues and to progress capital expenditure projects with the limited knowledge and competencies they have. Without an established process that proactively assesses their competencies and provides training and development plans to sustain and enhance their knowledge in accordance to the organizations requirements, the FE group has to contend with seeking resources and to learn and understand from them on their own. The limited support provided by the Human Resource (HR) group is also another challenge, as the groups behavior seems dysfunctional against the expectation for their group to be support and take ownership for employee training and development. Using Action Research as its methodology, this paper provides the results of the analysis in applying the Organizational Politics and Training Needs Analysis process frameworks to understand the situation around PGPCs FE group and to identify solutions and recommendations to address the issue. The study reveals the importance of recognizing organizational politics within PGPC. The organizations political environment was a factor that drove the corresponding outcomes of the interventions implemented in the Action Research cycle with one outcome resulting to the FE group taking ownership for its own training needs.
