Few students exhibit competency when solving arithmetic problems. This study examined the effects of an intervention in the instruction of the 13 Juvenile Delinquents in the Correctional Center for the purpose of developing arithmetic process skills. The juvenile students were taught using cognitively guided based instruction on computational estimation, number magnitude and conceptual relationships. Instruction was designed to provide possibilities for discovering number relationships, number operations, arithmetic rules, model strategy and formulate algorithms. Written measures and interviews before and after the instructions were given. Data collected were analyzed by using qualitative and descriptive approach. Several months after instruction revealed that students structure the problem by using variety of modeling techniques. The researcher found out that by connecting school mathematics, intuitive knowledge, informal procedures by modeling mathematical ideas, students will develop skills and concepts to solve problems.
