Summary:This study aimed to evaluate the teacher in-service training program of the Ministry of National Education for Catholic High School teachers of Manado, North Sulawesi Province, Indonesia, using Guskey’s (2000) four critical level of information in evaluating professional development, namely, participants’ reactions to the experience, participants’ learning, organization support and change, and participants’ use of new knowledge and skills. Interviews with the principals were done to gather more information regarding the support provided by school for the teachers to implement the new knowledge and skills. Forty one (41) teachers from five Catholic High Schools participated in the study. The researcher found out that the teachers assessed the in-service training program positively in terms of its content, process and context. They agreed that their professional knowledge and skills were enhanced, and the school provided the support needed for the application of new knowledge and skills gained from the training. Likewise the teachers applied extensively what they learned from the training in their instructional activities. Therefore, teacher in-service training of the Ministry of National Education for teachers of Catholic High Schools of Manado, North Sulawesi Province – Indonesia is effective as perceived by the teachers. It is recommended, among others, that the Ministry of National Education should continue to provide in-service training program for teachers in all subject areas especially those who never attend in-service training.
