Summary:Colegio Central de San Carlos is an educational institution established to educate the youth. To carry out its mission, it has to have a constant supply of men and women who are outstanding in their own fields and who are dedicated to their chosen professions. However, for the Colegio to run smoothly and professionally, it also need men and women who while not themselves educators, can help the educators in their pedagogical task by assisting them in the voluminous paper work, research and office needs. These are the non-teaching personnel of the Colegio numbering some 150 in 1970. Prior to the establishment of the personnel department of the Colegio in June 1970, personnel policies such as selection, placement and hiring of personnel were primarily discharged by the individual department heads. This decentralized mode of administering personnel resulted in the overlapping and non-uniform dispensation of employees’ privileges and benefits. Aware of the importance of the non-teaching personnel in the direct administrative affairs of the Colegio, invited the SGV Consulting Firm to conduct a job evaluation study of all the positions of the non-teaching staff. A study was immediately made by the SGV Group and they came up with an evaluation report together with a salary structure based on the job evaluation study in November 1969. The SGV Group, sensing that its job evaluation study would only be meaningless if not implemented or if wrongly implemented, took the initiative of commenting on the broad policies of the Colegio and its organizational structure. From this analysis of the broad policies and organizational structure of the Colegio came several recommendations. Foremost of these recommendations was the drawing up of an employment policy for all non-teaching personnel. It was also suggested that a personnel department, which was to be headed by a full-time personnel director, be set up. The study served as guidelines for each department on personnel administration.
