This paper aims to shed light on the role of bureaucratic power play in the budgetary allocation in the Armed Forces of the Philippines, particularly why the Philippine Army still gets the biggest budget when in fact both the Navy and the Air Force must do double duties in handling internal problems and territorial defense duties in the West Philippine Sea. |
