Coming from years of budgetary and political neglect, the Armed Forces of the Philippines, still on the process of ending internal security problems ranging from communist rebels to cells linked to foreign terror groups, must be prepared to handle any eventuality in the West Philippine Sea, where an increasingly belligerent China now looms. This paper aims to shed light on the role of bureaucratic power play in the budgetary allocation in the Armed Forces of the Philippines, particularly why the Philippine Army still gets the biggest budget when in fact both the Navy and the Air Force must do double duties in handling internal problems and territorial defense duties in the West Philippine Sea.
