TNE refers to higher education programs in which the learners are located in a country different from where the awarding institution is based. Teehankee chaired the technical panel which drafted the CHED Policies, Standards and Guidelines on TNE (CMO 2, s. 2008). As panel chair, he attended the Going Global 2011 conference in Hong Kong last March 10-12.
