Habibie, Abdurrahman Wahid and Megawati Soekarnoputri Governments that followed attempted to apply some form of indirect strategy but did not succeed due to a combination of factors including the absence of political will, lack of support from key interest groups such as the Indonesian military, and unfavourable circumstances on the ground.
