Through a mixed-methods sequential explanatory design, this paper evaluates the satisfaction levels and limitations pertaining to the COVID- 19 measures implemented and the effectiveness and adequacy of the government’s communication with Singapore residents. The findings reveal that while participants were generally satisfied with the government’s crisis communication efforts, a significant number of them pointed out a key weakness in the government’s communication in the area of empathy-the government has not done enough in this aspect. Therefore, it is recommended that the Singapore government plays a more active role in the community so as to better understand the concerns and needs of Singapore residents and help to reduce some of the implementation gaps between the COVID-19 policies introduced and the actual effects of these policies.
