权利与权力:论中国网络话语权归属 = Rights vs power: a study of ownership of the right of discourse in China cyberspace

Summary:网络话语权是互联网的产物。随着互联网异军突起迅猛发展,不同意识形态在网络空间不断冒泡,相互竞争夺取话语权,网络空间已经成为国家机构与大众群体话语权争夺博弈的主要阵地。政府机构希望通过监管机制的演变与优化来捍卫公共权力体系打造一个程序化、规范化的文明网络空间。与此同时,网络空间的演变,使人民群众拥有一个去中心化、自由的观点抒发狂欢地。正是网络的这些特性给网络话语权争夺提供可能性。同时随着网络平台与技术的发展,网络话语权的归属也随之激烈。无论是透过公共集权力的压制与监督,还是以公民权利集结的舆论制衡与逼迫,网络空间的话语权仍存在分歧与利弊影响。日渐兴盛的网络舆论也冲击着主流意识形态,创建出新形势与新问题。政府机构将如何通过权力的制衡来监督舆论?而人民群众也将如何通过舆论监督来落实话语权利,达到从下至上的管理与监督?通过2020年以来的网络公共事件为主要案例,探析公共权力与公民权利之间的制衡点,并在网络时代建构还不成熟的新形势下,政府与人民如何保持稳定关系。 The Internet produces the strength of the network discourse. Different ideologies are emerging online and vying for the right to speak due to the Internet's rapid development. The primary arena of conflict between the government and the citizenry has since been the internet. The government intends to enhance and standardize cyberspace by refining and enhancing the new surveillance system. At the same time, the development of cyberspace has also offered the general public a decentralized, open platform to express their opinions. These traits give it the potential to compete for the right of discourse on the Internet. However, as technology and platforms progress, there is increasingly fierce rivalry for Internet discourse rights. The discourse power in the cybersphere is constantly dealing with a lot of uncertainty, whether it be through the censorship and surveillance of the official authority or mobilizing forces from the general people to overthrow officials. The vast range of public voices that are given prominence has a significant impact on the dominant ideology as well, leading to new media scenarios and issues. So what can the government do to keep a close watch on public opinion, and how can the general public use their right to free speech under constant surveillance? The outdated top-down approach of the government to the general population has changed as a result of Internet digitization. In this thesis, we will discuss about China's breaking news stories (from 2020 news onwards) and how the Internet's infancy will impact how the public and officials interact with one another.
