Through process evaluation, this study found that the AACs did well in delivering their intended services but experienced an undercoverage bias of their intended audience as male seniors and seniors from minority ethnic races were not adequately engaged. The study also identified structural constraints, such as insufficient manpower and space, hindering the outreach of AACs. Lastly, seniors shared their motivations and barriers to participating in AAC activities. The top three reasons for participation at the centres were passing time, staying healthy and making friends, while the top two reasons for non-participation were the crowds and the lack of time due to personal commitments.
