Summary:The objective of this study is to develop a theoretical background for defining and measuring performance of construction projects in relation to both time and cost effectiveness and to investigate and analyze the contract performance with respect to public institutional building and road projects in Singapore in the last ten years (1981 to 1990). It also attempts to formulate methods by which the results of the study can be used for improving performance of similar building and road projects in future by setting realistic time and cost targets.
