Bunkers, however, are of relatively high value and hence disputes – both quantity and quality related – would easily arise since large sums of vessel voyage costs are involved. Singapore is the world’s top bunkering port, and with large volumes of this commodity transacted within its ports daily it is pertinent to understand how the country regulates bunkering operations within its port waters.
