In the 2007-08 statistics reported by the Association of Research Libraries (ARL) in U.S.A., the average spending on electronic resources was 51% of total library expenditure. For many years now, users are able to access this huge amount of scholarly works in electronic format subscribed by their libraries through the Internet via desktops and laptops. This has led to huge changes in the way libraries organize their services.
