description This research aims to analyze the operating conditions of the teachers used to do classroom action research, to analyze the problems of doing classroom action research and to assess suitably the needs for development of classroom action research of teachers by classifying each step of classroom action research. The samples used in this study were 376 people from multi-stage random (population 1,934 people, the confidence level of 95% of the sample must be more than 322 people).The research instruments created by synthesis the methods that the teachers used in doing classroom action research. The tool were divided into 3 sections, general information, conditions of doing classroom action research and problem condition of doing classroom action research. The reliability of the questionnaire in each section were 0.9797 and 0.9768 respectively. The data was analyzed by using basic statistics and Modified Priority Needs Index (PNImodified) to arrange the importance and the needed results. The findings of this research were as follows : 1. The analysis of the operating conditions of doing classroom action research. The highest condition that the teachers always do is defining some issues to run the classroom action research and the figure out plan. By contrast the lowest condition that the teachers always do is reflecting after the performance. 2. The analysis of the problem conditions of doing classroom action research. The analysis of the problems in the process of determining the issues that need to research and plan to modify top 3 are: (1) Teachers do not have time to plan or innovate in research, (2) the teacher can not do the research to develop the learners individually because there are too many students in the class, and (3) the schools do not have the examples of innovation or the tools to do the research. The analysis of the problems, in the process of implementing the planned top 3 are: (1) the teachers have too much responsibility in the work, (2) the teachers can not perform research on time and (3) the teachers can not apply the result of the previous research into the real performances visibly. The analysis of the problems, in the process of observing the effects of operating top 3 are: (1) the teachers do not have time to follow up on findings continuously, (2) the teachers do not have helpers to collect data while they are teaching and (3) the school lack of data collecting instrument examples. And analysis of the problem condition in the process of reflection after practice top 3 are: (1) The teachers do not have time to meet colleagues who are concerned to attend the performance (2) the colleagues and others have no time for reflection on the research, and (3) the teacher does not know how to reflect the findings. 3. The results of the assessment about the needs of doing classroom action research. The needs to determine the issues that need to research and plan to modify the most important is to do the research to develop the student as an individual, followed by an analysis the needs of individual learners. And recording information about the research issues. The requirements needed to follow the plan is to do research quickly to keep pace with the needs of the students, followed by controlling the research according to the research plan, and the revised research plan to be flexible. The requirements needed to observe the effects of the practice is to monitor the findings periodically to measure the development of students, followed by the simple inspection of the tools. To ensure the result of the measurement and record the issues that must be resolved in order to improve the next time. And the needs to reflect the performance including those who are concerned to attend the performance, followed by an opportunity for those involved to share reviews to achieve the learning. And an opportunity for those involved to share analysis approach to research utilization.
