As a closely related country with China, Thailand has been favored by Chinese tourists, especially Chiang Mai province. Chinese tourists visit Chiang Mai not only because the short time on flight, but also because the unique Lanna culture deeply attracts them. But at the same time, large number of tourists are also prone to frequent safety problems, and different national conditions will lead to various contradictions. Lack of knowledge about tourist safety is a common problem for Chinese tourists. Therefore, a practical tourist safety guidebook for Chinese tourists is urgently needed. The ultimate goal of this study is to reduce the probability of safety problems when Chinese tourists travel in Chiang Mai and increase the number of Chinese tourists visiting Chiang Mai by designing a special tourism safety guidebook for Chinese tourists. The tourist safety guidebook focuses on three stages of Chinese tourists travel abroad: before, during and after. Before means the precaution before coming to Chiang Mai, during means matters people need pay attention while traveling in Chiang Mai, and after means the suggestion of solution after people occur safety problem while stay in Chiang Mai. Based on this core idea, this research divided into three process: knowledge audit, knowledge modeling and knowledge representation. The first process is composed of two parts: online research way and offline research way. Each part faces different research objects and obtains the required knowledge by using focus groups and expert interviews. The second process is to use Common KADS in knowledge engineering to integrate the knowledge acquired in the first stage into the knowledge model representing three different stages. Researcher will design the tourist safety guidebook based on the final results of knowledge maps. Tourists can check the guide book with the content they want for traveling in Chiang Mai, and they don't need to worry about the authenticity of contents in the guide book, because all the data in this study are from Chinese tourism related websites and official departments of the Thai government, and are recognized by the local tourism bureau of Chiang Mai.
