Summary: | In Indonesia, construction industry was dominated by the small contractor, the composition of small contractors reach 86% (database from LPJK). With that composition, small contractor was expected to compete in construction industry. To win the competition, small contractors are expected to produce high quality goods/services, which cover all the aspects of resources such as human resource quality to the quality of supplier. Nowdays, small contractors face problem in low of implementation of quality and lack of their ability in resources application which may lead to differentiation between the original plan and construction process as well as result. Though failures of quality applying can make the unsatisfaction of owner. Because of that, small contractors is claimed to upgrade theirs product (goods/services), one of requirements by applying the principles of total quality management (TQM). The aim of this research is to develop the recommendation to improve quality implementation in small contractors with using principles of TQM. In order to reach the goals, small contractors must paid attention to important factors of TQM. The success of implementation is influence by the company profile and management of change, that is leadership, policy and strategy, commitment, human resource management, resource management, process management, quality awareness, partnership, communication, capacity of change, and learning process. This research is used qualitative method with 16 small contractors as responder through interview and questioner. The result of this research shows that the small contractors are inadequate to manage the factors of leadership, partnership, and capacity of change. Process management, policy and strategy, learning processs and resource management are adequate to manage by small contractors. And finally in this research, we know that small contractors are not yet to fulfill to apply the factors in TQM. |
