Summary:Cocoa is one of Indonesia's export commodities, but only 60% of Indonesia's total exports of cocoa exports in the form of dried beans. One reason of that condition is the lack of government support in infrastructure and investors permit to invest in downstream cocoa industry. SEZ is one area that is expected to boost investment, exports of value-added, employment. So it needs to be seen the impact that would occur if done giving facilitation infrastructure and licensing the Cocoa Commodity SEZ. By using system dynamic can be seen the increasement in exports of processed cocoa, cocoa butter in this case, when government give facilitation infrastructure and ease of permitting, and consider with the realization of investment and stock of cocoa bean. Results of the simulation indicate if the given SEZ infrastructure facilities would increase exports by 18%. If the ease of licensing facilities only, then exports will increase by 3% and if both facilities are given to increase exports by 22%. Then to obtain an increase in the added value of cocoa exports, required the establishment of infrastructure facilities in the form of supply of Electricity and Telecommunications, as well as the acceleration time, and cost reduction of the necessary permits. <br />
