Actual achievement average on year of 2010 is 284 m-Deq per month while target per months along 2011 is 360 m-Deq per month. Target meter development need to achieve with maximizing utilization work and minimizing even eliminating non-utilization work It was identified the problem on the field that the biggest contribution to non-utilization work are in-effectiveness shift change and waiting material. Using root cause analysis methods, the root problems are founded, they are crew behavior, sub-standard Engineering Group plan, sub-standard material cut out, material forecast not available, and sub-standard planner’s material order. Alternative solutions of crew behavior are motivation, reward and punishment, and competition among crew. Using alternative solution matrix, motivation is selected to be the best solution. Waiting material problem has four alternative solutions: making Engineering standard plan, re-design cut out material, making material forecast, and making planner standard of work. All of these alternative solutions can be done and implemented in the field at the same time. Engineering standard plan is determined by making standard development plan quarterly with development alternative plan. It is also required for making standard of material quantity as per heading dimension. Material cut out design is made every 250 meter heading progress. Material forecast results as many as 440 – 480 sheets per month required along year of 2011. Planner working standard is determined by ordering material as many as 220 – 240 sheets every two weeks periodically. text
