Focus on the implementation of reliability has been started since 2004 with the development of Team Reliability Engineering (TRE). TRE is expected to be the coordinator and steering team of reliability improvement in HOOU facilities. In the year of 2008, there was an issue of reorganization in HOOU where one of the issue is the elimination of TRE. This issue was in placed because of improper performance result of TRE with the expectation of the organization, misalignment between TRE performance with organisation’s expectation, overlap of works with other team, and some of TRE activities outside its scope of work. Chevron defines reliability in three important expectations which consist of: predictable performance of facilities, reliable performance of facilities (reliability improvement), and delivering facilities performance result set forth in the business plan. These three things becomes the basic of TRE performance evaluation idea which used in this research to evaluate strategic reconciliation between organization needs (customer) and TRE resources (Slack and Lewis, 2002). Evaluation is based on activities data and achievement which has been done by TRE to fulfil three Chevron expectations in reliability. It was found that TRE performance was not met with the expectation. This condition become basic consideration in the next analysis which consist of root causes and its recommendations. Root causes is viewed from six factors of fishbone diagram where each of these factors is analyzed using root cause analysis method (RCA). The results of the RCA consist of; reliability concept understanding (man), reliability calculation method (method), calculation tools (machine), failure data (material), performance measure (measurement), and anticipation to environmental condition (mother nature). HOOU requirements analysis of reliability engineering function is identified using internal and external analysis using IFAS – EFAS (Wheelen and Hunger, 2006). Result of the research recommend that reliability engineering function is still needed to be exist with certain condition, it needs reorganisation and change in the implementation strategy. Proposed implementation strategy followed the process developed by Slack and Lewis consist of; fit, sustainability, and risk (2002 : 66). Fit process is focus on strategic reconciliation using MSP (Management System Process) which adopted from the process developed by Chevron. Once the reliabilty engineering program has confirmed with customer requirements in strategic reconciliation, the process will be continued with sustainability and risk. Sustainability process offered is using scorecard as organisation control. Risk anticipation will be done after sustainability system has been developed. Improvement proposal is limited to scope of work of reliability engineering, reorganisation, and implementation strategy as a strategic reconciliation with its implementation. Based on operation strategy, decision to defends reliability engineering function in HOOU is considered as operations strategy decision. text
