Corresponding to the growth of internet users, internet technology application also growing and can be used in various sectors such as business and government. In government sector, internet can be utilized to improve the interaction between citizens and their government, that is known as Electronic Government (E-government) <br /> <br /> <br /> This research was carried out to develop E-government website usability evaluation instrument based on Stowers, West and AlFawwaz usability models. This development was aimed to obtain a valid and reliable measurement tool that can be suitably used for E-government website in Indonesia. The E-government website selected was the Ministry of Education and Culture (www.kemdiknas.go.id). Dimensions of E-government website usability to be assessed were Navigation, Online Services, User Help, Legitimacy, Information Architechture, Additional Features, and Satisfaction. Factors analysis and LeVIS Evaluation were used in this research. <br /> <br /> <br /> There were 156 participants in this research, consist of students, teachers and lectures. The results showed that E-government website usability evaluation instrument was valid and reliable with 30 items. Moreover, factors analysis produced eight new factors, namely Website Appearance and Satisfaction, Additionally Features, User-help and Security Assurance, Easy to Use, Website Owners Information, Link availability, Navigation, and Personalized Sections. Using LeVIS evaluation, here were three dimensions need to be improved, which were User-help and Security Assurance, Easy to Use, Link availability. Five other dimensions, namely Website Appearance and Satisfaction, Additionally Features, Website Owners Information, Navigation, and Personalized Sections must be maintained, in order to government website have good level of usability. text
