POST DISTURBANCE ANALYSIS OF BLACKOUT IN BENGKULU SUBSYSTEM
Blackout that occurs in Bengkulu subsystem at February 15th 2017 was triggered by single phase ground fault in line near Lubuk Linggau substation 150 kV. The line clearing caused an islanding operation for Bengkulu subsystem from the South Sumatera Grid. This situation caused the small size generato...

The line clearing caused an islanding operation for Bengkulu subsystem from the South Sumatera Grid. This situation caused the small size generator which supported Bengkulu subsystem ran in unstable condition and had to be pulled out from the system. Power deficit in the Bengkulu area subsystem triggered the defense scheme to operate, resulting in under frequency relay operation until its first step. The defense scheme caused power oscillation to increase in several seconds due to small damping in the subsystem. Several minutes later, the medium size generator which supported Bengkulu subsystem ran in oscillation without damping, and collapsed. This paper deals with a root cause analysis to this blackout events for each state of the Bengkulu subsystem. The result of this analysis show that some local oscillation happened due to lack of proper control setting in last generators. The approach to found the root cause of blackout is based on modal analysis of small signal dynamic stability and calculate of the participation factor related to the unstable modes. Based on finding of oscillation mode and its state participation factor, an implementation of power system stabilizer with proper tuning is introduced to improve the stability in Bengkulu subsystem. The result of simulation shows that with good and proper setting of PSS tuning the sub system Bengkulu will be survive to similar event in the grid. text |
