Company seek to unlock Indonesia’s energy potential through innovation, providing new oil from oil fields. As common happened in the oil and gas industries, beside the oil produced, Company also produce solid hazardous waste from its operations. Solid hazardous waste produced from contaminated soil. In order to minimize the impact to the environment, Company has solid hazardous waste utilization to red brick project. This project process thousands tons of solid hazardous waste processed to red brick product. The red brick utilization project execution managed by Company and supported by contractor. As part of process control, Company has Performance Management System (PMS) to measure the Company Organization and Contractor performance handling this project.
Current performance measure implemented on the company project designed by functional basis. The performance measure are contract services performance, Health, Safety & Environment (HES) Performance and Quality Audit. Each performance measure assessment conducted by different organization and different assessment tool. The assessment schedule also has different timing. The current performance measure suspected has less effect to project performance improvement.
Systematic assessment conducted to the current performance measure by using Integrated Performance Management System to identify the effective performance variables for performance measure. IPMS framework used to define the number of performance variables that support project deliverables. The validation of selected performance variables tested by signal detection theory to identify correct selection, gap, correct rejection and false alarm.
There are 12 of performance variable identifies. 10 of 12 performance variable measure are identified as correct performance variable, 1 performance variable identifies as gap, and 2 performance variable identified as correct rejection. The ten of correct performance variables was defined as important for the long run project improvement and in the current performance measure they are effective for performance improvement. The selected performance variable weighted for the scoring system based on the respondent feedback statistic.
Based on ten aspect comparison assessment, the proposed project performance measure provide more benefit to Company than current performance measure. The benefit obtained by having better performance measure tools that stimulate the project performance improvement that aligned with project deliverables objectives.
The implementation plan of the project performance measure scheduled for 4 months with estimated budget of IDR.259MM. The implementation strategy developed to managed risk of implementation. Implementation strategy identifies milestone & constrains and mitigations. The success criteria of project performance measure are assessed by Right on target, validity, reliability, specificity, and acceptability.
