description The construction of Geothermal Power Plant (PLTP) in Muara Labuh Area, South Solok is part of the National Strategic Project in accelerating the development of electricity infrastructure. The construction of this project is acquiring land belonging to the local community and arising vulnerabilities identified in the context of land loss as the main asset of the community in the surrounding villages, the majority of whom work in the agricultural sector. PT. Supreme Energy Muara Labuh as the project proponent initiated a program to restore the livelihoods of communities affected by land acquisition under the title Livelihood Restoration Program (LRP) as a form of corporate social responsibility which has been implemented since 2018. Regarding this matter, this research will aim to conduct a study of environmental governance practices on LRP from the perspective of actors, sectors, and levels of development based on the identification of the sustainability of the livelihoods of the affected communities from the land acquisition of the Muara Labuh PLTP Project. This study uses a case study qualitative approach to describe secondary data in the form of literature studies, program reporting documents, and related regulations as well as primary data from in-depth interviews and collected observations. This method was chosen so that researcher can understand the context that explains the relationship between the result, process, and context of works to restore community livelihoods and environmental governance efforts at the study site. The analysis used in this research is Sustainable Livelihood Analysis, Multi-Level Governance Analysis, and Multi-Level Perspective Analysis. Through these two analyses, the sustainability of the affected communities’ livelihoods from land acquisition, actors, and the influence and interests of actors who facilitate environmental governance, description of the relationship and distribution of sectors will be the focus of the program interventions, as well as a review and visualization of the level of development in program implementation will be described. This study found that the LRP program was focused on developing community businesses in the agricultural sector which is also supported by business iv development in the service and entrepreneurship sector based on community empowerment. Through Sustainable Livelihood Analysis obtained the findings of the LRP program has provided benefits in knowledge and increased revenue, but the program can not be said to be comprehensively sustainable through Multi-Level Governance Analysis it is determined that actors involved in this activity are still mainly focusing on the proposer and program planners, and have not yet engaged governments at the regional level or in local level at an intense manner, both for environmental management and management of social issues in community complaints. Through Multi-Level Perspective Analysis obtained the finding that the Level in this program can be identified from the presence of some novelty from the proposer of the program that is felt by the community, then managed by institutions at the supporting regional level, but not all novelty can be managed by the regime so that it cannot achieve overall sustainability. Findings in this study can be the means for program proposers to identify the actors involved, sectors that may be intervened, stages in the development of governance levels as well as facilitate the occurrence of various communication efforts that are more inclusive and as a platform for dissemination of various strategic information in an effort to empower communities that are more sustainable. This research can be part of studies that enrich studies on multi-level governance in the context of community empowerment which is closely related to village sector intervention.
