ANALYSIS OF CAUSES, IMPACTS, AND HOW TO MITIGATE CONTRACT CHANGE ORDER IN THE THAMRIN NINE PHASE II BUILDING PROJECT

In the construction process of an infrastructure project, almost all projects always experience changes from the initial contract document or what is commonly referred to as a contract change order. Contract change order is one of the problems in the construction industry sector that never ends and always happens again and again. Changes to the contract change order can be in the form of additions, reductions, acceleration, or other work modifications that can occur at any time from the beginning, middle, to the end of the construction work so that it will directly or indirectly have an impact on the construction project. On this basis, this research was carried out to overcome the problem of contract change orders so that it does not occur in construction projects in Indonesia, especially in building construction. This study aims to identify the causal factors, impacts and mitigation alternatives to the contract change order with the study project in the Thamrin Nine project phase II. This research is classified into descriptive analysis research with qualitative methods, where data collection is carried out by means of literature studies, distributing questionnaires and interviews with contractors who handle the Thamrin Nine building construction project phase II. Based on the data obtained, it was found that there were 10 factors causing the contract change order with the respective scale of influence and impact on the project. Then by doing Fishbone Analysis, the root causes of these factors are found to be mitigated. Through an analysis carried out on the causes, impacts and mitigation of contract change orders, it was found that one of the factors that most influenced the occurrence of contract change orders that occurred in the Thamrin Nine building project phase II was the addition of the scope of work, because it had an impact on increasing the project cost budget and work time. While the root cause of the addition of the scope of work is in the form of design changes caused by the owner's wishes, so that mitigation can be done by making additional official decisions made jointly between the owner and contractor at the beginning of the contract to limit these changes.
