Summary: | Production facility in oil and gas has important role to maintaining exploitation
process and flow rate from hydrocarbon reservoir. Proper production facility and
equipment maintenance are crucial to be done as properly. PT Pertamina EP Cepu
as one of the regulator and mother company for several oil and gas operator in East
Indonesia currently facing massive organization re-structurization. Development in
centralizing maintenance was made and implemented for all subsidiary, whereas
subsidiaries have various approach in maintenance system according to their own
field characteristic seen as obstacle, Operation Surface Facility (OSF) Maintenance
Division driven to develop Reliability Maintenance Program as long-term project
in guidance and data collection of Reliability, Availability, and Maintainability
(RAM) Study as control in evaluation and further research. The program facing
premature results due to workforce incapability to perform proper inspection or data
collection and also mis-alignment with the long-term perspective. the program
become un-prioritized and maintenance work are currently become more reactive.
In this research, a development of new performance management/measurement
system (PMS) has been done using IPMS design, resulting various variable
measurement as control variable alongside the reliability maintenance program
implementation. Results from the measurement can be used to determine
improvement direction, which in initial benchmarking result from new PMS
describe that internal process aspect in which workforce understanding in
Reliability program are not yet prominent and the solution can be approach is
comprehensive training and socialization for workforce are necessary to increase
the performance. Also, the aspect in resource capability of adapting new advance
technology currently poor which also need to increase training series in advance
technology competencies in maintenance engineering or in managerial and
leadership. |
