Summary:PT Prominence Energy Petroleum (PT. PEP) Field Pilang (hereinafter referred to as PT PEP Field) operates an oil and gas production installation in the North Sea of Java Island within Pilang WKP. The facilities managed by PT PEP include the CW Platform, DW Platform, BW Platform, AW Platform, along with wells and subsea pipeline distribution facilities. In addition, PT PEP has a Facility Sharing Agreement (FSA) with PT Western North Oil (PT. WNO) their sister company under same holding PT. Powerful (Persero) for the use of PPP as well as an Operation Agreement (OA) for the AW Platform and Pilang Marine Terminal (FSO ABK) facilities to distribute the oil produced to tankers. PT PEP have a Policy to Comply with Good Corporate Governance (GCG) and Environmental Friendly Operation and Develop a Solid Emegency Respons Plan especially Oil Spill Contingency Plan (OSCP) Procedure and Equipment refer to Governance Regulation. At 2020 PT PEP OSCP Assessment done by Third Party and got several Recommendation that Approved by Governance Dirjen Perhubungan Laut (Dirjen HUBLA) at Januari 2020. At 2021 PT PEP start a Strategy and Follow Up to Fullfil the Recommendation thate separate into 3 Section Tier 1 Onshore, Tier 2 Nearshore and Consumable. Tier 1 are Considered Covered by Existing Oil Spil Contract that Join together with Facility Sharing Agreement (FSA) WNO, thus only Tier 2 and Consumable contract are Developed and already in Progress. Ditjen HUBLA sent a Warning Letter to PT PEP to Comply the Recommendation and Consider the existing tier 1 Joint equipment with WNO could not Adequate enough to Cover the PT PEP Area to ancitipated if there are simultaneous Oil Spill Event on both Entity and demand PT PEP to provide their Own Tier 1 OSCT Equipment and Shall be Fulfiled within period of six month. This may result in several legal consequences and may affect business continuity. There are Several Strategies Alternatives that could be done and PT PEP Field should determine the Best Strategy to Fullfill the Requirement, wihit the time Bound, Cost and still comply the Governance Procurement Requirement that Boound in SKK Migas PTK 005. Approaching methods that are used in this Thesis are PESTLE, Company Fishbone, and Simple Multi Attribute Rating Technique (SMART).
