Summary:Sumba Timur is proclaimed as the minapolitan cluster system by the government through the Kementerian Kelautan dan Perikanan (KKP) in 2009 because it has the potential as a location for the cultivation of cottoni commodity. Minapolitan region is a system developed by KKP with the definition of "a collection of various business units relating to each other functionally in a particular region and an integrated management". Cluster systems are developed in great need of well-integrated implementation as understanding of the cluster system itself. This study aims to (1) analyze the flow of the supply chain seaweed commodity and the critical point in the value chain optimization efforts of Waingapu seaweed commodity in minapolitan region, (2) determine the effect of the benefit of minapolitan system for each cottoni commodity business component, and (3) identify the value added in the entire seaweed commodity supply chain in the seaweed cluster industry Waingapu. This study used a qualitative descriptive method with LFA as a tool of analysis to determine the progress of the implementation process of the seaweed cluster industry Waingapu and determine the extent of the SCM process run by entrepreneurs in the cluster system. As well as studying the value chain that exists in the cluster to further acknowledge the value added obtained by each actor in this cluster system. Based on research, it is known that a good SCM system has not been established either by businesses in the cluster industry. Each offender partially does its business activity, which indicated the absence of cooperation mechanisms built in the procurement or sale of goods. Currently, the government is concentrating on the establishment of the institution in the upstream aquaculture sector by providing mentoring and capital gain that can deliver stable production and interest for farmers to continue to perform activities of cultivation. Good SCM management must be done in order to improve the productivity of businesses in the industrial cluster at the same time in order to provide broad multi-player effect for society as to fulfill government objectives in the implementation of this clustering program.
