Summary:This study sought to develop a reading program based on the reading problems of grade one public school children. Specifically, it sought to look into the reading performance of grade one non- readers at P. Burgos Elementary School in terms of visual discrimination skills and comprehension skills. The descriptive developmental method of research was employed utilizing the modified reading inventory as its main data-gathering instrument. Results revealed that with respect to visual discrimination skills, the performance of these children in identifying vowels in the upper case was high. However, in the identification of vowels in the lower case, it was very low. The same findings were revealed in the identification of consonants in both the upper and lower cases: recognizing blends and three-letter words. Their performance was also low in comprehension, specifically in noting details, getting the main idea, and predicting outcomes of a given selection. Based on this performance their strengths and weaknesses were identified. Their strengths lie in their ability to identify vowels in the upper case while their weaknesses were in identifying letters in the lower case, recognizing blends and three-letter words, as well as in comprehension. A proposed reading program to address these weaknesses was developed with accompanying instructional materials to facilitate the implementation of the remedial program.
