This thesis explores the essence of learner- centeredness as applied in the Philippine Educational System, its foundations, principles, and implementation based on the standards of the Department of Education as exemplified in memoranda and orders. This paper aims to innovate a standard tool indicating the characteristics of a learner- centered school based from data and results gathered from five exemplar schools. The researcher utilized a qualitative, multiple case study design involving five schools in Metro Manila that have been implementing progressive and learner- centered approaches to ensure the holistic development of the students. This study is limited to the responses of teachers and administrators in the basic education scheme, specifically in the secondary education, Grades 7-10. Despite diverse school culture and system, similar themes have emerged and results of the study show that a learner- centered school is an avenue for constructing knowledge and skills, promoting individuality and responsibility, and harnessing talents and skills through creative expression and communication of oneself. It applies functional learning experiences through process, problem and product based performance tasks integrating wise and practical utilization of technology Furthermore, a learner- centered school offers continuous skills enhancement for students, professional development programs for faculty and staff, strong ties with stakeholders and curriculum enrichment meeting global standards and trends.
