Mother Tongue Based- Multilingual Education (MTB-MLE) refers to education that starts with the learners first language and transitions to additional languages. It was first implemented in the country during school year 2012- 2013.This study determined the level of implementation of MTB-MLE Program and the overall academic performance of Grade 3 pupils for school year 2017-2018 in central schools in the second district of La Union division. It specifically determined the language used by teachers and pupils, the level of program implementation in terms of teaching and learning process, teacher’s training and development, and preparation and utilization of learning resources and materials in relation to pupils’ academic performance in various learning areas. Convergent parallel mixed method of research design was utilized, and a researcher-made questionnaire and interview were used as the primary data gathering tool.Results reveal that the Tagalog/ Filipino is the dominant language used by teachers and pupils. Findings also reveal that the level MTB-MLE Program implementation in terms of teaching and learning process is highly implemented while moderately implemented, based from the teacher’s responses and researcher’s observation results, respectively. The pupils’ overall academic performance is found to be satisfactory.
